Change encoder tester "verbose mode" checkbox into "debug level" selection list-NONE, INFO, FINE, FINER and FINEST; and change its debugging package into "com.sun.encoder".

Change encoder related pluggins with the display of netbeans category "Encoder" into "ESB".

IN=113428 F-1 Design-time GUI support for new features implemented for runtime

- add read-only properties of begin delimiter and array delimiter for delimited and array types of nodes
- add computational logics to get begin, end and array delimiters for delimited and array types of nodes
- update the encoder runtime library jars

- Reformat the log message to remove the class name, method name and debug level
- update a few runtime jars that the design-time GUI (especially the tester) depends on
