Fix init bug in corner case java.lang.ExceptionInInitializerError is thrown
at
org.netbeans.modules.visualweb.complib.ComplibServiceProvider.createUserScopeLibDef(ComplibServiceProvider.java:1081).
Next planned fix will be to fix migration of Lib Def and Refs from prior

Fix bug where Component Library display names in the NetBeans Library
Manager were not being persisted. Also, fixed a bug with creating a Lib Def
in a corner case if the user happens to manually remove a Lib Def.
