Since the modification to point to the layer file from webui-jsf-dt.jar caused the Hudson build failing on finding the layer file (layerindex task), I'm rolling back all changes back to use the old layer file from the wrapper module itself for now.

Restoring layer entry in manifest so JSF components appear
Note, reference to layer file was removed because the build was failing.
However, local clean build succeeds and components appear in Palette after testing.
If build fails again then this seems to be a build problem.
