More fix for Issue 117288, P2, JsfJavaDataLoader is very slow.
Replace the full XML and Property parse with simple string matching to improve performance.

Partial fix for Issue 117288, P2, JsfJavaDataLoader is very slow.
For mathod isJsfProjectFile(), it now caches all directories inside a project instead of just the root directory. This will eliminate the parent folder traversal time.
