125422 Module is setting runtime wide context
Lazily create InitialContextFactory (instead of creating in the module installer)
This won't resolve the problem if Visual Web projects are mixed with other modules that require an Initial Context, but minimizes the problem.
There is a workaround if this situation occurs.
