Make the ROOTDIR textfield uneditable in the Customizer.

VCS implementation of VisibilityQuery added.
The filesystem no longer filters any files in children(), one can not set
ignored files to the filesystem. Instead, the VcsVisibilityQueryImpl is used.
This is a fix of issue #42008.

The UserConditionedCommandsPanel and UserConditionedVariablesPanel are
changed to activate the explorer actions with the associated lookup.
This is necessary so that the Cut/Copy/Paste actions work.
Also the copy supports are changed to copy the conditioned commands and variables.
This is a fix of issue #36262.
