Playing with a module to bundle Jackpot rules for NB module developers.
Doesn't actually seem to work yet, as such, probably due to open Jackpot bugs.

Adding jwsdp 1.6 jars for jaxrpc to enable plugin to compile jwsdp1.6 base web service client and web services.
The webserver7 installation needs to have the jaxrpc-api.jar, jaxrpc-ipl.jar and jaxrpc-spi.jar in its
lib directory for compilation to be successful.
