A new variable DISK_CACHE_FOLDER_CAN_CREATE can be used to explicitly tell,
that the folder the disk cache is in can be created when does not exist. If not defined,
the folder is not created for the disk cache when does not exist.
This is a fix of issue #18677.

StringBufferInputStream was used, which did not properly convert characters into bytes. Replaced by ByteArrayInputStream.
