Fix of issues #23083 and #22851. The cache architecture was changed
to reload from the disk cache whenever needed.
It's still released from memory when not referenced, but can be "locked"
with an arbitrary Object, not only with FileObjects.
A more detailed description is in issue #23083.
Merged from experimental (vcscore & vcsgeneric) and bugfix_23083 (javacvs) branches.

Perform the recursive refresh when the execution string is null.
