Fix bug in code which computes FileObjects from URLs. It was incorrectly modifying the url parameter and
as a result if the gem was not found in the first installed platform, by the time it got to the right ruby platform
it had a bogus url that wouldn't match. Also fix an NPE in the go to declaration popup code for the case
where the file is not actually found, which is how I ran into this problem.
