VcsAllCommandsAction added. This action merges together the global commands
and context commands. Methods of other actions adjusted so that the VcsAllCommandsAction
can use what it needs to.
This is necessary for issue #42932.

Improved waiting on command that loads modules in module selector,
revision chooser is displayed immediately and waits for the list of revisions to be loaded.
This is a fix of issue #41746.

Support for different input descriptors for wizard added.
WIZARD_INPUT_DESCRIPTOR can be used to differentiate the panel(s) used
for the wizard and for the customizer.
