Re-design of Vcs Runtime Tab functionality. The nodes on runtime tab are constructed
from information provided by RuntimeCommandsProviders.
The difference is, that now the nodes are cunstructed on UI demands
and informations are retrieved when needed by UI components.
In the old design, the informations were pushed into UI, but sometimes got lost
when UI was garbage-collected.
This also solves deadlocks, that happened when the UI was forced to initialize
from non-AWT threads.
This is a fix of issue #22528 and #22436.
