The VcsAllCommandsAction is used instead of VcsGlobalCommandsAction and VcsCommandsAction.
Also the display names of global commands have changed and all global commands are
put into the same subfolder as context commands so that they can be merged together.
This is a fix of issue #42932.

Sort the profiles by names alphabetically.
This is usefull for presenting actions, like VcsGlobalCommandsAction.

VcsAllCommandsAction added. This action merges together the global commands
and context commands. Methods of other actions adjusted so that the VcsAllCommandsAction
can use what it needs to.
This is necessary for issue #42932.
