Consider files with unknown sharability as sharable and folders
with unknown sharability as mixed.

#40659 fix. Bundled Tomcat's deployment manager URL does not contain real catalina home & base path anymore, it contains reference to attributes from the bundled tomcat settings instead (J2EE\BundledTomcat\Setting). This prevents from problems when Tomcat version changes between releases. Also improved error handling when starting/stopping Tomcat.

Ignore the case when comparing user names.
Also, when ss.ini file is not found, NPE is not thrown and an error
is reported on the error output.
