Add "append" vs "prepend" options on the New Task dialog to make it
easier to control where you want new items. Your preference defaults
to the append-setting, but is individually remembered from dialog
to dialog invocation.

Add code to handle enable/disablement of Suggestion types.
Not yet persisted (I have some code in there using XMLEncoder/XMLDecoder
which only works on jdk1.4 (so I've commented it out)). I'll write
some custom XML code next so that it will work on jdk1.3 as well (sigh).
