The Versioning Explorer is not opened in VersioningRepository.
This is too low-level and can cause problems.
The opening mechanism is moved into VcsManager instead, where it registeres
an opener listener in New action. This is safer, but it's bind just to VcsManager.
This is a fix of issue #42910.

fixed bug (unfilled) : after restart of the ide, the last selected
filter was shown in the filters combo, but not applied.
