Significantly refactored version of izquery. It's now supposed to be more robust and should handle queries of unlimited size. Both command-line and ant mode are now supported. Issues.java, IssueList.java and OutputTransformer classes have been removed. qb_report application updated to use the new ant task name: IZQueryTask.

Implement browsable tasklists (27115). You can now create tasklists
through the New from template mechanism to place tasklists in arbitrary
places. These are shown in the explorer, and you can double click
(or right click) on these to open them in the tasklist window.
From there you can edit them directly. No integration with projects
yet.

Support user-customizable location of the tasklist, as well as
optional append vs. prepend and optional backups. A couple of
minor fixes.
