remotefs.versioning cannot be eager, as it depends only on autoloads and turns them and itself on in ergonomics mode too early. Making autoload, adding a provided token, making sure dlight.remote recommends the token

PHP Hudson bridge cannot be eager, as it depends only on PHP API autoload and turns it on. Making autoload too and changing php.kit to recommend the module

Including the CachingPreventsLoadingOfModuleManifestsTest in commit validation. The test is an important guardian of effectiveness of startup in ergonomics mode.
