Rewriting preferences storage code to use the standard ProjectUtils.getPreferences.
Still need to look in project.properties for app name & icon, but this is not as messy.

Moving libs.nbi.* and apisupport.installer into proper clusters.
Declaring as dependencies of apisupport.kit.
Moving nbi/{.common,stub}/ into libs.nbi.ant so it is in the harness
(should make it easier to invoke from continuous builders etc. later).
Removing Class-Path extensions and public packages for libs.nbi.* since they seem to be unused.
