Partial bug fix# 99240 Project creation time exceeds performance bundaries
Remove the need for calling FacesModel.addXRefAccessors() during project
creation by having the conditional code generation in the template files for
the accessors that are created at the time of project creation.
This is improving the performance by about 10%.
